The Bureau of Alcohol, Tobacco, Firearms, and Explosives has published a proposed rule to clarify what counts as a single business location for a federal firearms license. Under current regulations, a licensed firearms dealer, manufacturer, or importer must obtain a separate license for each property used to conduct business. This proposal would allow them to treat multiple properties as one location if those properties touch each other, or if they are close together and share a parking lot, sidewalk, or road.

Why it matters: This is primarily an administrative clarification. It does not change who can buy or sell firearms, alter background check procedures, or modify storage and safety requirements. It simply updates how the government defines a business location so that licensees do not have to pay multiple licensing fees or navigate separate applications for properties that operate as a single unit.
